In 2003, there was a steady rise in enrolments across all sectors of Australia’s international education services industry – Japanese enrolments rose 9.6% over 2002. Japan is currently among the top 10 source countries for overseas student enrolments in Australia.

Australia’s education and training system is subject to ongoing checks and controls by government, educational institutions and professional bodies to maintain and improve its high standards.

Australian educational institutions must be government registered and meet high standards of quality and ethical practice in order to enrol international students. These standards apply equally to public and private institutions, and cover issues such as curriculum, teaching staff qualifications, facilities and specialist equipment. Australia has also legislated to protect and safeguard the fees paid by international students.

Australian Government legislation includes a code of conduct legally enforceable throughout Australia. Many institutions are also members of professional bodies or councils with their own codes of conduct and standards for academic and support services for international students.

The Australian Qualifications Framework

The Australian Qualifications Frame-work (AQF) is the national system of learning pathways and qualifications endorsed by the Australian Government. It offers flexibility in career planning and continuous learning. An AQF qualification is recognised throughout Australia and by many other countries. Under the Australian system, students can combine the courses and qualifications that best suit their career aspirations and personal circumstances.

The AQF comprises 13 different qualifications, and allows students to move easily from one level of study to the next, and to receive credit for previous study.

All levels of school education are available to international students in Australia. The Senior Secondary Certificate of Education, under-taken in the last two years of secondary school, is included in the AQF and provides a pathway to higher education or vocational education training in Australia and internationally.

The AQF includes most qualifications undertaken by international students in Australia on a student visa. Once the status of their existing qualifications is established, the AQF enables international students to seek admission into an appropriate level of course anywhere in Australia.
